Domiciliary Care
This service is for children and young people with profound and significant learning and/or physical disabilities or life-threatening illnesses, who have been assessed as a child in need, as set out in the Children Act 1989, the Carers and Disabled Children Act 2000 and the Children and Families Act 2014.
The Service provides children and young people and their parents/carers with support that is personalised to meet their individual identified needs following an Assessment of Need which may range from providing personal care in the home and/or support in accessing community and leisure opportunities.
Short Breaks
This service is for children and young people with profound and significant learning and/or physical disabilities or life-threatening illnesses, who have been assessed as a child in need, as set out in the Children Act 1989, the Carers and Disabled Children Act 2000 and the Children and Families Act 2014.
The service is aimed at children and young people with disabilities, complex health needs and/or sensory impairments, who fall in to two specific groups:
- Children and young people with Autistic Spectrum Disorder (who have severe learning disabilities or behaviour which is challenging) or those children and young people whose behaviour is associated with other conditions such as severe learning disabilities;
- Children and young people with complex health needs including those with disabilities and life limiting conditions, and/or those who require palliative care and/or those with associated impairments such as cognitive or sensory impairments and/or have moving and handling needs and/or require special equipment or adaptations.
One of the aims of Short Breaks is to offer children and young people an enjoyable experience away from their primary carers to enhance their personal and social development. Short Breaks provision can also support the family to spend time together as a valuable break from their caring responsibilities or supports the family to access community activities with the young person.
Alternative Provision (to support Interim Home Tuition)
This service looks to support children and young people who are receiving home tuition, whilst awaiting a school placement, with a range of enrichment activities which are 'buildings-based' educational provisions and will support the interests and abilities of the child or young person outside the home environment, allowing children and young people to interact and develop social skills and support their education.
Contract Duration and Indicative Budget
The Open Select List for each strand will run to 31st August 2022, with the option for new suppliers to gain entry after one year.

We are happy to announce the start of a new combined single service for the delivery of support services for children with disabilities commencing on 1st October 2018. The provider of the new combined service is Kids and the services are as follows:
- Early Support and Learning Provision
- Targeted Positive Activities
- Domiciliary Care services
Early Support and Learning Provision
Early Support and Learning Provision sessions are for children under 5 years of age who have significant disabilities and/or complex health needs. Activities will meet the needs of these children through the provision of early year’s education, therapy programmes and personal care and will bring parents and carers together with their pre-school children, so that they benefit from the advice and support of other parents and professionals. Children will be supported to participate in both structured and free play activities that will assist communication, concentration, learning, physical, imagination and social skills in accordance with the Early Years Foundation Stage Curriculum.
Children will have the opportunity to explore tactile and sensory experiences to help them to develop a range of skills and they are able to choose activities for themselves. The sessions also enable parents to have a short break.
Referrals to the activities are by an open referral direct to Kids (the Supplier), or via the Early Support Care Co-ordinator (ESCO), the Children with Disabilities Team, Portage or Health care professionals for example Health Visitors.
Sessions will be delivered within children's centres, over 46 weeks of the year, including the main school summer break and each will last for 2 hours.

Targeted Positive Activities
Targeted Positive Activities will make a difference to children and young people who have multiple and complex disabilities, as well as Autism Spectrum Conditions and/or sensory impairments.
Children and Young People do not need an “assessment of need” to access these services.
The Holiday, Community and Youth Groups will provide support and development opportunities by helping children and young people to meet and make new friends whilst enjoying new opportunities and experiences in a safe and caring environment. The service will offer leisure clubs, provide assistance to access established community groups, ensure access to sufficient recreational activities and educational leisure time activities for the improvement of their personal and social development and create opportunities to socialise with their peer groups, develop friendships and build confidence and self-esteem.
The Targeted Positive Activities sessions will be held across the County at various locations and will consist of:
- Community activities
- Youth activities
- Holiday clubs

Domiciliary Care services
The service is for children and young people with profound and significant learning and/or physical disabilities or life-threatening illnesses who have been assessed as a child in need, as set out in the Children Act 1989, the Carers and Disabled Children Act 2000 and the Children and Families Act 2014.
All referrals for Domiciliary Care provision for Children and Young People will be made directly to the Supplier via the Lincolnshire County Council's Children with Disabilities Team.
Children and young people with disabilities in Lincolnshire, from the age of 0-18 years, will receive high quality service which enables them and their parents/carers to develop personal skills to their full potential and supports them to stay safe and be healthy in their own home. It will provide children and young people and their parents/carers with support that is personalised to meet their individual needs and range from providing personal care in the home to support in accessing community and leisure opportunities.
